Some journalists asked, what measures did the National Film Bureau take against the infringement and piracy of Spring Festival Films? How will the film industry strengthen the protection of film copyright in the future?

 

 

 

Li Guoqi said that film works are copyright products with high value, which gathered a lot of human, material and financial resources, and condensed the wisdom and talent of the creators. Video piracy and broadcasting not only cause great economic losses to the film industry, but also seriously hamper the creative enthusiasm of practitioners and bring great damage to the healthy development of the film industry. There is a high degree of consensus among countries on strict protection of film copyright. China has a very clear attitude towards the protection of film copyright. In the Promotion Law of the Film Industry promulgated in 2017, it is clearly stipulated that intellectual property rights related to films are protected by law, and no organization or individual may infringe upon them.

 

 

 

Li Guoqi said that after the discovery of high-definition pirated films during the Spring Festival, the leadership of the National Film Bureau attached great importance to them. The Film Bureau quickly handed over clues to copyright departments and deployed technical departments to carry out watermarking detection. It was found that the pirated versions came from the ghost machine with GDC serial number A15591. Especially after the public security department intervened in the investigation, the work was more vigorous and the means were more advanced. The Film Bureau quickly formed a linkage mechanism with the public security and copyright departments. Three main aspects of work have been done:

 

 

 

One is to track the source of piracy through technical means, deploy film technicians to assist in handling cases, and provide relevant clues for case investigation. During the investigation period, the film released after the Spring Festival File is tracked by technical means. At the same time, the non-high-definition pirated film appearing on the Internet is tracked and positioned and handed over to the relevant units for processing.

 

 

 

The second is to interview manufacturers of projection servers, urging enterprises to upgrade technology, fill technical loopholes and avoid new piracy.

 

 

 

Thirdly, self-examination in the field of distribution and projection should be deployed, which requires all cinemas and cinemas to strengthen internal management and staff education, and a film copyright protection alliance of cinema lines composed of film rights holders should be established to create an atmosphere for the protection of intellectual property rights in the whole industry.

 

 

 

In order to strengthen film copyright protection, Li Guoqi pointed out that film management departments will pay more attention to film copyright protection and take a number of measures to guarantee the healthy development of the industry.

 

 

 

Firstly, we should strengthen the linkage with copyright and public security departments, establish a long-term mechanism, maintain a high-pressure situation on the infringement of film intellectual property rights, timely block pirated links, shut down illegal pirated websites, and severely punish the illegal and criminal acts of infringing film copyright according to law.
